Mr Richard WINTER

Richard Winter is Senior Advisor of Quam Plus International Financial Limited, a Main Board listed financial services group. He is a member of the Securities and Futures Commission Takeovers and Mergers Panel and Takeovers Appeal Committee. He was member of the Stock Exchange Listing Review Committee from 2019 to 2025 and the Listing Committee from 2007 to 2013. Richard has acted as Financial Advisor and Sponsor on numerous transactions on the Hong Kong Stock Exchange. He also acted as Expert Witness for the Securities and Futures Commission on a case against two international sponsors of a substantial IPO on the Hong Kong Stock Exchange. Richard is Treasurer and Executive Committee Member of Outward Bound International and was Chairman of Outward Bound Hong Kong Limited from 2015 to 2020.

Richard is Non-Executive Director of Law Debenture Trust (Asia) Limited, Non- Executive Chairman of Concrete Canvas Technology and Chairman of Hellios Information (Hong Kong) Limited. He is a Fellow of the Hong Kong Institute of Directors, Senior Fellow of the Hong Kong Securities and Investment Institute and Fellow of the Institute of Chartered Accountants in England and Wales.

Richard was born in England in 1952 and graduated from Edinburgh University with B. Commerce Hons. (2.1).  He qualified as a Chartered Accountant with Deloitte Haskins and Sells in 1980. After periods with Deloittes in Nairobi and Edinburgh, he arrived in Hong Kong in 1985 to work as a manager in the Corporate Advisory Service Department of Ernst & Whinney. In 1987 he joined Standard Chartered, where he worked for 12 years, to become Managing Director, Investment Banking in charge of North East Asia. In January 2000, he joined Deloitte & Touche Corporate Finance Limited as Managing Director, with responsibilities to establish and develop their corporate finance capability. Richard left in 2002 to become Deputy Chairman and a major shareholder in Quam Limited, listed on the Hong Kong Stock Exchange, which was sold in 2017 to China Oceanwide. Following a management buyback in 2023, the group is renamed Quam Plus International Financial Limited.
