Ir The Honourable CHAN Siu-hung

Mr. Siu Hung CHAN is a member of the Legislative Council (Election Committee Constituency) of the HKSAR. In the Council, he is currently the Chairman of the Public Works Sub-committee under the Finance Committee, and the Chairman of the Sub-Committee on Matters Relating to Railways under the Panel on Transport. He has more than 40 years of experience in the energy and power supply industry and is currently the Senior Advisor to CLP Holdings Limited.

Mr. Chan has been appointed as the Justice of Peace by the HKSAR Government since 2012, and received the award of the Bronze Bauhinia Star in 2025. He is a Fellow Member of the Hong Kong Institution of Engineers, a Chartered Engineer (UK), an Honorary Fellow of the Energy Institute in UK, a Fellow of Hong Kong Academy of Engineering, a member of the Engineers Registration Board, and a member of the Institution of Engineering and Technology (UK). In 2024, he has been conferred the qualification of 正高級工程師 of Guangdong Province.

Mr. CHAN holds an MSc degree in Electricity Industry Management and Technology from the University of Strathclyde, a BSc degree in Electrical Engineering from the University of Hong Kong and a Higher Diploma in Electrical Engineering from the Hong Kong Polytechnic University.

Mr. CHAN has been awarded Outstanding Alumnus of the Hong Kong Polytechnic University in 2015. He is an advisor of the Our Hong Kong Foundation, and a founding member of the Hong Kong Coalition. He has assumed the position of Chairman of the Advisory Committee of the Department of Mechanical and Automation Engineering of the Chinese University of Hong Kong since 2009.

Mr. Chan serves the advisory or leading role of many charity, trade and industry bodies such as the ex officio member of the Council of the Hong Kong Professionals And Senior Executives Association, the Honorary Chairman of SOGDS Charity Ltd., an adviser of the Greater Bay Area Low Altitude Economy Alliance, an Honorary Adviser of the Low Altitude Economy Association of Hong Kong, China, the Honorary President of the International New Energy Industry Alliance, the Founding President of the Smart Transport Alliance, and the Executive President of The Hong Kong Island Federation, the Honorary Adviser of Hong Kong Small And Medium Enterprises Association, the Honorary Adviser of Hong Kong Registered Contractors’ Association, etc.

Mr. Chan was a council member of the Hong Kong Institution of Engineers (2017-2021), an Adjunct Professor of the Department of Mechanical Engineering of the City University of Hong Kong (2012-2025), a member of the university's Court (2015-2023), the Vice Chairman of China Committee of Hong Kong General Chamber of Commerce (2018-2024), a member of the Hong Kong Advisory Council on AIDS (2017-2023), a member of the Infrastructure Development Advisory Committee (2016-2020) and Mainland Business Advisory Committee (2014-2018) of the Hong Kong Trade Development Council, the President of the Hong Kong Professionals And Senior Executives Association(2016-2018), a member of the Expert Advisory Panel on the Review of Daya Bay Contingency Plan (2011-2012), the Convener of the Risk Communication Advisory Group of the Centre for Health Protection under the HKSAR Government's Department of Health (2010-2016), a member of the Construction Industry Council (2010-2016), a member of the Council for Sustainable Development (2009-2015), a member of the Pan-Pearl River Delta Panel of the Central Policy Unit (CPU) (2008-2010), a member of the Advisory Panel on the Review of Hong Kong’s Air Quality Objectives (2007-2009), a member of the HKSAR Government’s Commission on Strategic Development (2005-2007), and a part-time member of the CPU (2002-2004).

In the Mainland, Mr. Chan was a member of the 11th and 12th Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference (2013-2022), the Standing Committee Member of the China Nuclear Energy Association (2013-2019), a member of the Council for the Promotion of Guangdong-Hong Kong-Macao Cooperation (2018-2021), the Vice President of China Energy Society and Executive Council Member of the China Electricity Council (2015-2021).
