Dr Eugene CHAN Kin-keung

Dr. Eugene Chan has always been committed to promoting professional services for the community. He was elected as Presidents of the Australian Doctors & Dentists Association of Hong Kong and The Hong Kong Dental Association. He subsequently assisted in the establishment of the Hong Kong Professional & Senior Executives Association and the Association of Hong Kong Professionals, serving as Vice-Presidents of both organizations. In 2011, he was elected as the Chairman of the Association of Hong Kong Professionals and became its President in 2016. He was also invited as an advisor to Our Hong Kong Foundation in the same year. In 2015, he became the Vice President of the Hong Kong chapter of China Council for the Promotion of Peaceful National Reunification, contributing to the promotion of cross-strait relations.
On Public Service Front: Over the years, Dr. Chan has been appointed to various Advisory and Statutory Bodies of the Hong Kong Special Administrative Region Government, including Chairman of the Radio Television Hong Kong Board of Advisors, Convenor of the Overseas Working Group of the Basic Law Promotion Steering Committee, member of the Town Planning Board, member of the Independent Police Complaints Council, member of the Independent Commission Against Corruption Community Relations Advisory Committee, member of the Quality Education Fund Steering Committee, member of the Appeal Board on Public Meetings and Processions, member of the Strategic Development Commission, and part-time member of the Central Policy Unit.
Dr. Chan currently serves as the Chairman of the Gifted Education Advisory Committee, Member of the Chief Executive's Policy Unit Social Development Expert Group, Member of the City University of Hong Kong Council, Member of the Action Committee Against Narcotics, Member of the Witness Protection Review Board (Police), Member of the Environmental Campaign Committee, Member of the Hong Kong Housing Authority Subsidized Housing Committee, Member of the Tuen Mun Hospital Governing Committee, as well as Member of the Management Committee of the Institute of Human Communicative Research of the Chinese University of Hong Kong, Member of the School of Chinese Medicine Advisory Committee of Hong Kong Baptist University, Executive Director of the Hong Kong Customs YES, Member of the Central Advisory Board of Junior Police Call and Animal Watchers Scheme, Chairman of the Hong Kong Community Network Board, President of the Association of China Trend Studies (HK) and Past Chairman of Outstanding Young Persons’ Association.
On Mainland China Front: Dr. Chan was appointed as a Member of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference in 2008. In 2017, he was appointed as an Executive Director of the Shenzhen Overseas Friendship Association and a Member of the Counsellors’ Office of the State Council Working Group on "Hong Kong's Participation in the Belt and Road Initiative. In 2019, he became a Director of the China Overseas Friendship Association, and in 2021, he became a Part-time Researcher of Jinan University “One Country, Two Systems” and the Institute of Basic Law.
On Community Front: In 2011, he was appointed as a non-official Justice of the Peace by the Hong Kong Special Administrative Region Government. In 2016, he was awarded the Bronze Bauhinia Star Medal by the Hong Kong Special Administrative Region Government, recognizing his work with the youth and contributions to promoting the Basic Law. In 2021, he was further awarded the Silver Bauhinia Star Medal, acknowledging his extensive public services in the fields of security, broadcasting, education, and youth development. His dedication and contributions to the Independent Police Complaints Council and security-related advisory and statutory bodies have gained recognition from different stakeholders. During his tenure as the Chairman of the Radio Television Hong Kong Board of Advisors, he led the committee in providing valuable and constructive opinions on how Radio Television Hong Kong can fulfil its mission. In 2024, he was appointed as a member of the 7th Central and Western District Council by the Hong Kong Special Administrative Region Government.
On Media Front: Dr. Chan has published over a thousand articles in major newspapers and magazines, voicing his opinions on economic and livelihood issues of Hong Kong. In 2016, he published the book "Professional Perspectives" and he also co-authored ten other books on local politics. Dr Chan was also regularly invited by the HK media as interviewee to comment on various community issues. He was also a host of the weekly show Sunday Spotlight, a television programme on current affairs, of the Television Broadcasts Limited from 2016-2017. In 2021, he was host of a new health awareness television show at Television Broadcasts Limited “健康有因”and currently anchor host for weekly English current affairs program “Straight Talk”.
