The 2025-26 Budget is scheduled for release on 26 February. Kenny Shui, Vice President of Our Hong Kong Foundation and Executive Director of Public Policy Institute, shares his views regarding the development of life and health technology in Hong Kong.

He suggest that the Greater Bay Area International Clinical Trial Institute should enhance collaboration with hospitals and research centers in other cities of the GBA. Additionally, the government should be more actively collaborate with the National Medical Products Administration (NMPA) , ensure that new drugs can enter the GBA market more swiftly.

As for the "Office for Attracting Strategic Enterprises"(OASES) which are full operation in 2022, he believes that the office attract more large biotech companies to establish in Hong Kong by implementing tax incentives and favorable land policies.
