Victor Kwok: Enhancing Connectivity of Identification Documents between the 2 Regions

Our Hong Kong Foundation (OHKF) and Hong Kong Coalition jointly launched a new report on the opportunities and challenges for Hong Kong youth entrepreneurship in Guangzhou on 20 June. In response to the challenges faced by Hong Kong youth starting their own businesses in Guangzhou, the report proposed a total of seven policy recommendations to the Hong Kong SAR Government, the government of Guangzhou Municipality, and other relevant institutions to help the business development of Hong Kong entrepreneurial youth in Guangzhou. 

Victor Kwok, Assistant Research Director and Head of Education & Youth, OHKF, noticed the difficulty in getting bank loans in Guangzhou by using documents such as Home Return Permits or some residence permits, because the banks in Guangzhou could not access their credit record in Hong Kong. He suggested adopting Nansha as a pilot point, where data such as residence permits, Home Return Permits, etc. could be mutually shared to facilitate cross-border credit referencing.
