Our Hong Kong Foundation—Dah Sing Bank Greater Bay Area Industry Development Index 2025

In recent years, the rapid development of AI and its deep integration across various industries are reshaping the global economic landscape at an unprecedented pace. As a hub for innovation and technology, application of AI in the GBA is not only a core driving force for industrial upgrading, but also a key to developing new quality productive forces. Meanwhile, facing an increasingly complex international environment, GBA enterprises are actively expanding overseas to look for vast new market opportunities. This enhanced the GBA's influence and resilience in the global economy.  

The Greater Bay Area Industry Development Index 2025 (the Index), jointly presented by Our Hong Kong Foundation and Dah Sing Bank, continues to track the performance of 11 cities across 6 key industries, and explores the development strategies of the GBA under the two major themes of “AI application” and “going global”. This not only provides policymakers with important forward-looking references, but also helps enterprises seize future immense opportunities, jointly promoting the high-quality development of the GBA. 
 

Index Features and Abstract

  • In 2025, the overall development of the six key industries in the Greater Bay Area (GBA) has accelerated from +4.9% to +7.1%, with the Innovation & Technology (I&T) industry becoming the growth driver (+14.8%), decline in Construction & Real Estate slowing (-0.4%), and other key industries showing steady progress.

  • The current score of the Confidence Index is 55.5, and the future score is 57.3. Business confidence has improved compared to last year, with a generally optimistic outlook for the coming year.

  • Hong Kong retains its leading position in the GBA in Financial Services, Trade & Logistics, and Culture, Sports & Tourism industries, with its increasingly solidified status as an international financial centre being particularly notable; Shenzhen continues to hold the top position in I&T and Manufacturing.

  • The vast majority (94.5%) of the surveyed enterprises use Artificial Intelligence (AI) technology in daily operations, benefiting from cost reduction, efficiency improvement, and even new business models. While increasing AI investments, companies still face challenges related to talent, data, and services.

  • More than half of the surveyed enterprises intend to expand into overseas markets, mainly targeting Southeast Asia and the Middle East. Besides traditional professional services, Hong Kong can also provide end-to-end value from market research to small-scale production.
