    Dr. Lee Hoey Simon received his PhD in Law from Tsinghua University in 2012. His recent publications include “A Study on the Hong Kong Basic Law Drafting Materials” (2012), “Hong Kong Basic Law: Case Studies” (2012&2019), “The Belt and Road Initiative: China’s Role From World Factory to Global Engineer” (2017), “Statistical Hong Kong” (2017), “A Study on Rule of Law and Governance in Hong Kong under ‘One Country, Two Systems’” (2020), “A Study on National Security Law and Hong Kong Basic Law Article 23” (2020), “Statistical Greater Bay Area” (2021) and “The Basic Law and Hong Kong - The 25th Anniversary of Reunification with the Motherland” (2021).

    Dr. Lee is now the Member of the Committee for the Basic Law of the HKSAR under the NPCSC, Member of the Legislative Council of the HKSAR, Chief Strategy Officer (Greater Bay Area) of China Resources Group, Director of the Board and Vice President of CR Enterprise, Chairperson of the Basic Law Foundation, Chairperson of the CDC Standing Committee on Values Education of the Education Bureau of the HKSAR. He has previously served as the Deputy Governor in the Xifeng County of GuiZhou Province, Deputy Executive Director of the Our Hong Kong Foundation, Youth Member of the Central Policy Unit of the HKSAR Government, Convener for the “Hong Kong in the Belt and Road Initiatives” Study of State Council of the Chinese Government, Convener of the Basic Law Promotion Steering Committee's Working Group on Teachers and Students, Consultant to the Harvard Law School (Program on International Financial Systems), Visiting Fellow (2013) at the CCPL, Faculty of Law HKU.

    For Dr. Lee’s contributions, he was granted the Medal of Honor (M.H.) and the Justice of Peace (J.P.) by the HKSAR Government in 2016 and 2019 respectively. Dr. Lee was also awarded the “Hong Kong Ten Outstanding Young Persons” in 2017.
